
4% of all civilian vehicles spawn with out-of-state plates, though it FEELS like 1 or 2 percent (as intended):
 - 2% each from two different states, which vary from vehicle to vehicle.
 - States with higher populations appear on more vehicles: Liberty and Leonida have the most (~270 vehicles each), then Alderney and Gloriana (~200 vehicles each), then North Yankton (170 vehicles).

Some vehicles have a 50% chance of showing an out-of-state plate, including:
 - Commercial trucks, such as the Pounder and Benson. (the Mule, a smaller commercial truck, has a 25% chance)
 - Dashound buses.
 - "Tourist vehicles," namely the Camper, Journey, and Journey II.

Some vehicles don't spawn out-of-state plates at all, including:
- Construction vehicles.
- Vehicles belonging to local businesses, such as the Attack-A-Taco food truck, and the LD Organics Youga Custom.
- Vehicles that act as local distributors for large companies, like the GoPostal and PostOP Boxvilles.
- Privately-owned service companies, like taxis, tow trucks, and airport buses.

Older San Andreas plates now only appear on vehicles (whose real-life inspirations) debuted in the years that those plates were being issued:
 - The black plate can only appear on vehicles whose real-life inspirations debuted in 1968 or earlier. 
 - The blue plate can only appear on vehicles whose real-life inspirations debuted in 1981 or earlier. 
 - White Plate 2 (aka the 80's plate) can only appear on vehicles whose real-life inspirations debuted in 1992 or earlier. 
 - I left notes in the carvariation files if one wants to add the yellow San Andreas 1956 plate, and/or replace the 80's plate with the accurate and separate 1982 and 1987 plates, if you want more variety.

In addition to emergency and park ranger vehicles, SA EXEMPT plates now also spawn exclusively on these other local government vehicles:
- Los Santos city buses.
- Garbage trucks, both the base game version and the "heist" variant from GTAO.
- The LSDWP and LSDS Boxvilles.

New U.S. Government plates now spawn exclusively on the following vehicles: FIB Buffalo, FIB Granger, all 3 Insurgents, the Barrage, Menacer, Squaddie, Winky, and RCV. Basically every fed/military/NOOSE vehicle that has a license plate.

All DLC vehicles from Money Fronts or earlier can spawn with new plates. While this mod does not add DLC vehicles into traffic, it does work with mods that do. I have tested it on Skysder's Enhanced Traffic Experience and All MP Vehicles in SP by Andre500. Any other mod that doesn't edit the carvariations files should be 100% compatible with UnitedPlates.
